Landlords are required by law to ensure that the electrical appliances that they supply as part of a tenancy are safe. The appliances must be safe at the start of the tenancy and maintained in a safe condition throughout the tenancy.
There are several pieces of legislation that Landlords should be aware of in respect of supplying electrical appliances as part of a tenancy:

Faulty electrical appliances pose the risk of causing injuries or damage and destruction to property by fire. Landlord PAT testing is a good way of picking up any damage or faults with appliances which could pose a potential risk to the tenants or the property. Landlords are increasingly being asked to produce PAT testing certificates by letting agents and councils for H.M.O applications to show that they have met their obligations in respect of safety for their electrical appliances.
For domestic landlords this will normally include appliances such as fridges, freezers, washing machines, ovens, hobs, extractor hoods, televisions and table lamps. Appliances do not necessarily have to be portable and fixed equipment like ovens, cookers and hobs should also be tested to ensure that they are safe. All electrical appliances in domestic rental properties should be CE marked which is the manufacturers claim that it meets all of the requirements of European law. Landlords should buy good quality appliances from reputable sellers as there are increasing numbers of counterfeit goods on the market that are not safe.
